Terms & Conditions

Last updated: 22 July 2026

These Terms & Conditions (“Terms”) govern the service provided by Apliko Consulting OÜ (registry code 17488922, VAT EE102984053, Sepapaja tn 6, Tallinn 15551, Estonia), trading as Apply-Assist (“we”, “us”, “our”), through the website apply-assist.co.uk. By placing an order you agree to these Terms.

1. Our service

1.1 Apply-Assist provides a private administrative assistance and advisory service. We help you prepare and submit an application for a civil certificate (marriage or civil partnership), or for a commemorative certificate, to the relevant register office in the United Kingdom, and we handle that application on your behalf as your authorised agent.

1.2 Our service consists of: checking eligibility, validating the information you provide, completing the official application, submitting it to the relevant register office, paying the official fee on your behalf, and keeping you informed. What we sell is this work, not the certificate itself.

1.3 We are not a government body and are not affiliated with the GRO, GRONI, National Records of Scotland, any council or registrar, or any other authority. The relevant register office is the sole decision-maker on your application. We do not guarantee that a certificate will be issued, nor any particular processing or delivery time: these are determined solely by the register office.

1.4 The same certificate can be ordered directly from the official government service, usually for a lower total price. Our service is optional.

2. Your authorisation and confirmations

2.1 When you place an order you confirm (CB1): “I understand that marriage and civil partnership records are public records in the UK, that anyone may apply for a certificate, and that the details I provide will be used to locate the correct register entry.”

2.2 You instruct and authorise us (CB2): “I authorise Apliko Consulting OÜ to prepare and submit my certificate application to the relevant register office (GRO, GRONI or a local registrar in Scotland) and to pay the official fee in my name and on my behalf, acting as my authorised agent. The official fee is passed on at cost, with no markup.”

2.3 You are responsible for the accuracy and completeness of the information you provide. We rely on it to locate the correct record; we are not liable for a failed or incorrect application caused by inaccurate information you supplied.

3. Fees and payment

3.1 The total you pay consists of two parts:

  • the official fee, charged by the register office, which we pass on at cost with no markup as a disbursement paid on your behalf as your agent; and
  • our Advisory & application handling service fee, which is our charge for the work described in clause 1.2.

3.2 Payment is taken at checkout via our payment provider. Prices are shown before you pay.

3.3 Our service fee is for advisory and application-handling services supplied by an Estonian business. The place of supply is outside the United Kingdom, so the fee is outside the scope of UK VAT. Invoicing is handled in accordance with Estonian VAT law. Any official register fee is passed on to you at cost, with no markup, and is not part of the taxable value of our service.

4. Your right to cancel (Consumer Contracts Regulations 2013)

4.1 As a consumer you normally have the right to cancel within 14 days of placing your order.

4.2 Because our service is typically carried out quickly, at checkout you expressly request that we begin providing the service immediately and you acknowledge that you will lose your right to cancel once the service has been fully performed (i.e. once your application has been prepared and submitted to the register office).

4.3 If you cancel after the service has started but before it is fully performed, you must pay for the work already carried out. Once the application has been submitted, the service is fully performed and the service fee is non-refundable. Refunds of the official fee are governed by our Refund Policy.

4.4 To exercise your right to cancel, email support@apply-assist.co.uk with your order number and a clear statement that you wish to cancel. You may, but do not have to, use this model cancellation form: “To Apliko Consulting OÜ (Apply-Assist), support@apply-assist.co.uk: I hereby give notice that I cancel my contract for the supply of the following service: [certificate application service, order number]. Ordered on [date]. Name of consumer: [name]. Address of consumer: [address]. Date: [date].”

5. Liability

5.1 We are not liable for delays, decisions, fees, rejections or requirements imposed by the register office, which are outside our control.

5.2 Our total liability to you in connection with your order is limited to the total amount you paid for that order. Nothing in these Terms limits or excludes our liability where it would be unlawful to do so, including liability for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, for our duty to perform the service with reasonable care and skill, or for any of your other non-excludable statutory rights under the Consumer Rights Act 2015.

6. Data protection

We process your personal data in accordance with our Privacy Policy. Apliko Consulting OÜ is the data controller.

7. Governing law

These Terms and your use of our service are governed by the law of England and Wales, and the courts of England and Wales have jurisdiction. If you are a consumer resident elsewhere in the UK, you retain the benefit of any mandatory consumer protection provisions of the law of your country of residence. Nothing in these Terms affects your statutory rights as a consumer.
